After the decision to establish the Coal Science and Technology Research Sub-Institute, in November 1972, the Party Committee of the Ministry of Electricity and Coal decided to establish a Party Branch of the Sub-Academy under the Party Committee of the Ministry of Electricity and Coal with 15 members. and appointed a provisional branch committee consisting of 03 Party members of the Institute of Coal Planning and Design, namely Nguyen Danh Phien (Secretary), Nguyen Mong Hung, Tran Trong Kien (member branch).
On April 23, 1973, the cell held the first congress.
In September 1977, the Party Committee of the Ministry of Electricity and Coal decided to establish the Party Committee of the Institute, consisting of 03 branches: Research, Mechanical Design and Professionalism. In April 1988, the Institute’s Party Committee moved to live according to the regulations. The locality where the headquarters is located, is the Gia Lam District Party Committee and elevated to the grassroots Party Committee

In November 1993, the Institute’s Party Committee was transferred to the Party Committee of Hanoi Energy Sector (since 1997, renamed the Party Committee of Hanoi Industrial Block) until now.
In June 2010, the Party Committee of the Institute of Mining Science and Technology held the XVIII Party Congress, term 2010 – 2015 and elected the Executive Committee of the Party Committee consisting of 9 comrades, the Secretary of the Party Committee is Comrade Le. Hong Thang, Deputy Secretary of the Party Committee is Director Nguyen Anh Tuan.
On July 1, 2013, comrade Le Hong Thang retired, from June 26, 2013, comrade Nguyen Anh Tuan was Secretary of the Party Committee.
In June 2014, Mr. Nguyen Anh Tuan transferred to the Group, as Deputy General Director of TKV, Dr. Tran Tu Ba was promoted to be the President and from June 10, 2014 to now is the Secretary of the Party Committee of the Institute.
The 19th Party Congress of the Institute, term 2015-2020 was successfully held on May 26, 2015. The House of Representatives elected the Executive Committee of the Party Committee for the term 2015-2020, including 9 comrades, Comrade Tran Tu Ba is the Secretary and Comrade Dao Hong Quang is the Deputy Secretary.

On May 11, 2020, the 19th Congress of the Institute’s Party Committee, term 2020-2025 was held successfully. The House of Representatives elected the Executive Committee of the Party Committee for the new term, consisting of 9 comrades, Comrade Dao Hong Quang, the Director is the Secretary, and Comrade Nhu Viet Tuan, the Deputy Director is the Deputy Secretary. Currently, the entire Party Committee has 198 members living in 14 branches and 1 Party cell.

In recent years, the Party Committee has always stood side by side with the government, successfully led the main orientations and annual tasks of the Institute. Therefore, the Institute’s Party Committee is always highly appreciated by the Party Committee of Hanoi Business Sector and the Party Committee of TKV Group, annually recognized as a typical clean and strong grassroots Party organization; was awarded the Rotary Flag by the Hanoi City Party Committee, and many other noble awards by the superior Party Committee.
